CHISLET PARISH COUNCIL

Minutes of the Meeting of the Parish Council held on Thursday 15th September 2016 at 7.30 pm in The Chislet Centre, Chislet

Present            :      Cllrs Fee (in the Chair), Chandler, Wilkinson, Huckstep, Hazard, Craven

In attendance:      Mr. G Eaton, Clerk to the Council, KCC Cllr Marsh & CCC Cllr Taylor

Action by:

1 Apologies for absence  

Apologies were received from Cllrs Higglesden & Jones

2 Declarations of Councillors Interests regarding items on the Agenda

It was noted that Cllr Chandler had previously declared an ongoing interest in any discussions regarding the Upstreet Village Hall/ housing proposal there were no other declarations of Cllrs interest regarding items on the Agenda

3 Public discussion

There were no members of the public present

4 Minutes of the last Meeting

The Minutes of the Meeting held on 25th August 2016 were agreed and signed

5 Matters arising

The Clerk noted that he had reported the bent/damaged Upstreet sign to Kent Highways who had passed this to CCC as it was their responsibility

6 To discuss correspondence received

Email received from Kent Highways regarding the temporary road closure at Sturry Level Crossing on 18th September

Letter and poster received from Marie Curie re ‘Dinner down Memory Lane’ fund raising event Cllr Hazard to kindly put poster on the noticeboard

Email received from The River Oak Manston Airport Team acknowledging responding to the consultation exercise

Email received from UK Power Networks regarding the new 105 national number – to be used to report power cuts. The number is available for all electricity customers in England Scotland & Wales to report and get information about power cuts

Email received from KALC re Fire Warden Seminar to be held on 12th November at the Kent Showground

7 To consider Planning and Enforcement matters

A Planning applications to consider

CA/16/00673 – Outline application for up to 370 dwellings

Land at former Chislet Colliery, Hersden

There was a general discussion about the application – to await full application

CA16/02007 – Underground fuel tank and dispensing pumps

Barretts BMW, Lakesview Business Park, Hersden

The above application was noted

B Planning applications granted/refused by CCC

There were no planning applications granted or refused

8 Proposed Village Hall in Upstreet

Cllr Chandler passed an email from Kent Highways to the Clerk confirming that from the plans submitted sufficient visibility was available

Cllr Chandler also circulated a revised plan for 10 dwellings, the Village Hall and associated parking. The outline plan was discussed and was generally supported. It was unanimously agreed to proceed to the Parish questionnaire

The following actions were agreed:

Clerk to finalise questionnaire adding note about the sight lines and check electoral roll for number of dwellings

9 Phone box in Upstreet

Cllr Brant reported that the defibrillator demo had to be cancelled at the last minute – Cllr Brant to try and rearrange for the next meeting. There was also a discussion about Basic Life Support training and it was agreed to find out more about this and costs etc. It was agreed that this training should be held in the spring and that a notice could be placed in the Parish magazine nearer the time to gauge level of interest

10 To consider Finance matters & Accounts for payment

A The following accounts were approved for payment                               £

Cheque No 1011 G Eaton, Clerk’s salary & expenses                           395.95

Cheque No 1012 Inland Revenue, Clerk’s tax                                         41.00

Cheque No 1013 Harmer & Sons, grass cutting                                      546.00     incl VAT of £91

Cheque No 1014 S Huckstep, litter picking                                             265.33

11 AOB

There was a discussion about ambulances travelling through Upstreet with sirens on even during the night

There was a discussion about the ongoing problem of fly tipping in the Parish and the adverse effects on the countryside and cost to landowners to remove. Clerk to put on the agenda for the October meeting

Cllr Fee reported that sadly Audrey Turff had moved from the Parish – it was agreed that letter be sent to Audrey thanking her for all her work for the Parish and wishing well her for the future

12 Date of next meeting

It was agreed that the next Meeting would be held on 20th October at 7.30pm in The Chislet Centre, Chislet

There being no other business the meeting closed at 9.05 pm
