CHISLET PARISH COUNCIL

Minutes of the Meeting of the Parish Council held on Thursday 17th November 2016 at 7.30 pm in The Chislet Centre, Chislet

Present            :      Cllrs Fee (in the Chair), Jones, Chandler, Wilkinson, Huckstep, Higglesden & Brant                                                                                 

In attendance:      Mr. G Eaton, Clerk to the Council and four members of the public

Action by:

1 Apologies for absence  

Apologies were received from Cllrs Craven & Hazard

2 Declarations of Councillors Interests regarding items on the Agenda

It was noted that Cllr Chandler had previously declared an ongoing interest in any discussions regarding the Upstreet Village Hall/housing proposal

Cllr Huckstep declared an interest in the payment to the litter picker

There were no other declarations of Cllrs interest regarding items on the Agenda

3 Public discussion

The four members of the public wished to discuss the retrospective planning application at the wood yard on Nethergong Hill. They were supportive of the business but raised concerns about work starting very early in the morning with noisy chain saws and the fumes from fires wafting in the direction of their property. The Clerk outlined the history of the site and it was confirmed that the Council had no objections to the application although would make comment to CCC about the working hours as detailed in the application

The Minutes of the Meeting held on 20th October 2016 were agreed and signed

There were no matters arising of note

Kent Voice magazine received from CPRE

Email received re Battle’s Over – 100 years of remembrance on 11th November 2018 being celebrated with beacon lighting. It was agreed to take part and to light the beacon. Clerk to confirm participation

Email received re KCC Budget consultation for 2017-2018

Email received re A299 St Nicholas to Eddington – prohibition of driving on specified dates during November – January 2017

Invitation received to The Lord Mayor of Canterbury’s Charity Dinner Dance on 25th February 2017

Email received from KCC Highways re A299 Thanet Way repairs

Email and Parish Charter received from CCC – comments to be made regarding attendance at Development Control Meetings and the request for the Council to continue to receive paper copies of all planning applications

Email from CCC advising of improvements made to the online planning pages including a new measuring tool

Email from CCC in response to request to continue to receive paper planning applications – due to cost unable to provide paper plans long term (will do so in short term on payment of a fee to cover printing costs) Further letter to be sent to CCC advising Council is willing to pay for paper copies of applications as hard copy is essential

7 To consider Planning and Enforcement matters

A Planning applications to consider

CA/16/02483 Change of use from chicken farm to coppicing business including supplying logs

Land opposite The Pump House, Nethergong Hill, Upstreet

Letter to be sent to CCC no objections to the application and confirming that hours of business should be as set out in the application

CA/1602424 – Retrospective application for change of use to residential holiday accommodation

Bell court, Chapel Lane, Marshside

There were no objections to this application

B Planning applications refused by CCC

CA/16/01456 – Erection of five dwellings following demolition of existing riding school

Highstead Farm Cottages, Highstead

8 Proposed Village Hall in Upstreet

Cllr Chandler delivered the sealed ballot box form the Post Office containing the Village Hall questionnaires. The forms were emptied in a sack and sealed. It was agreed that the Clerk would analyse these over the week end and email the results

10 To consider Finance matters & Accounts for payment

B 2015-2016 Internal Audit Report

The Clerk summarised the main findings and recommendations of the Internal Auditors report and there was a general discussion. It was agreed that the clerk should get details of out sourcing the payroll and produce an action plan for implementing the main recommendations of the report

Cllr Wilkinson reported that he had on behalf of the Parish Council laid a wreath on Remembrance Sunday. Cllr Wilkinson was thanked for this

12 Date of next meeting

It was agreed that the next Meeting would be held on Thursday 8th December at 7.30pm in The Chislet Centre, Chislet

There being no other business the meeting closed at 8.40 pm
