CHISLET PARISH COUNCIL

Minutes of the Meeting of the Parish Council held on Thursday 17th March 2016 at 7.30 pm in The Barn, Chislet CoE School, Chislet

 

Present            :      Cllrs Fee (in the Chair), Jones, Wilkinson, Chandler, Huckstep & Hazard

In attendance:      Mr. G Eaton, Clerk to the Council and KCC Cllr Marsh

Action by:

1 Apologies for absence

Apologies were received from Cllrs Higglesden, Brant & Craven and CCC Cllr Foster

2 Declarations of Councillors Interests regarding items on the Agenda

Cllr Huckstep declared an interest in the letter regarding payment to the litter picker

There were no other declarations of Cllrs interest regarding items on the Agenda

3 Public discussion

There were no members of the public present

4 Minutes of the last Meeting

The Minutes of the Meeting held on 25th February 2016 were agreed and signed

5 Matters arising

There were no matters arising of note

6 To approve/adopt the revised and updated Standing Orders & Financial Regulations

There was a brief discussion regarding the revised and updated Financial Regulations previously circulated by the Clerk. The Financial Regulations were unanimously agreed and adopted

The emailed report from CCC Cllr Foster was read and noted

Email from PROW officer confirming receipt of an email regarding newly installed gates on footpaths CB107A and CB107 – under investigation

Email received from CCC regarding alleged breach – stationing of two caravans for residential use at the Wood Yard, Nethergong Hill – under investigation

Email received from CCC regarding alleged breach – erection of stables on land near junction of Boyden Gate Hill and Highstead Lane – under investigation

Letter received from Parishioner regarding payment of the litter picker as also a Parish Cllr. There was a full discussion regarding the issues raised. The Clerks proposed response was debated and it was agreed a letter of reply answering the concerns should be sent

Action by:

D Richborough Connection Project – comments to be made to National Grid

There was general discussion about the application and objections to the overland route. It was agreed that the Clerk should send a submission based on the previously noted objections and any additional comments from Cllr Jones who kindly agreed to copy his submission to the Clerk

9 Proposals for a new Community Centre in Upstreet

Cllr Chandler outlined his proposal for a new Community Centre in Upstreet on land at the rear of 63 Island Road Upstreet. The development would comprise a Village Hall and housing units. There was a general discussion about the proposal and it was generally agreed that a community facility in Upstreet was needed and it was hoped that it would be well used by various groups and for private functions. There were concerns about the size of the site and the area required for parking and the need to have a Village Hall Management Committee

10 To consider Finance matters and Accounts for Payment

B to consider new external audit arrangements from April 2017

There was a full discussion regarding the new external audit arrangements from April 2017 and opt in/opt out options were considered. It was agreed that the Parish Council should not opt out of the Sector Led Body Smaller Authorities Audit Appointments Ltd.’s audit arrangements and so would automatically be opted in and included in the new arrangements

11 AOB

After a discussion it was agreed that the Annual Parishioners Meeting would be held on Thursday 28th April at 7.30pm in the Chislet Centre

It had been reported to the Parish Council that lorry loads of spoil were being delivered to the Wood Yard on Nethergong Hill. This spoil was then being covered with top soil. Clerk to contact CCC requesting they investigate

12 Date of next meeting

It was agreed that the next Meeting would be held on Thursday 28th April 2016 at 8.00pm in The Chislet Centre, Chislet (following the Annual Parishioners Meeting)

There being no other business the meeting closed at 8.50 pm
