CHISLET PARISH COUNCIL

 

 

Minutes of the Meeting of the Parish Council held on

Thursday 16th February 2017 at 7.30 pm in The Chislet Centre, Chislet

 

 

 

Present            :      Cllrs Fee (in the Chair), Chandler, Wilkinson, Brant, Craven, Higglesden & Huckstep

 

In attendance:      Mr. G Eaton, Clerk to the Council, KCC Cllr Marsh and CCC Cllr Taylor

 

Action by:

 

1 Apologies for absence

 

Apologies were received from Cllr Jones

 

 

2 Declarations of Councillors Interests regarding items on the Agenda

 

Cllr Huckstep declared an interest in the payment to the litter picker

 

There were no other declarations of Cllrs interests regarding items on the Agenda

 

 

3 Public discussion

 

There were no members of the public present

 

 

4 Minutes of the last Meeting

 

The Minutes of the Meeting held on 19th January 2017 were agreed and signed

 

 

5 Matters arising

 

There was a general discussion regarding the vacancy on the Parish Council. The Clerk reported that this had been discussed with CCC who had issued a formal notice of the vacancy which must replace the current Parish Council notice. It was noted that if less than ten electors contacted CCC within the advertisement deadline the Parish Council would be able to co-opt a member onto the Council. It was also noted that a Parishioner had expressed an interest in filling the vacancy and it was agreed that the Clerk should flag this up with CCC

7 To consider Planning and Enforcement matters

 

A Planning applications to consider

 

CA/17/00063 – replacement timber windows with secondary glazing

Vision House, Island Road, Upstreet

 

Circulated and considered in between Parish Council meetings – there were no objections to this application

 

 

B Planning applications granted/refused by CCC

 

 

CA/16/01044 – two storey extension and garage

Midway, Boyden Gate Hill, Chislet – REFUSED

 

CA/16/01913 – Stables, Chapel Lane, Highstead – GRANTED

 

CA/16/02567 – Lawful development certificate for proposed use of dwelling as Children’s Home – 1 Aberdeen Close, Upstreet – WOULD BE LAWFUL

 

It was noted with concern that the Parish Council had not been consulted on this application and would wish to comment. It was agreed that the Clerk contact CCC regarding this

8 To consider Finance matters & Accounts for payment

It was agreed that this item be deferred to the March meeting

 

 

9 Options for a Parish defibrillator

 

The Clerk reported that Mr. R Tarry, Elizabeth House, Island Road, had kindly agreed in principle to host the new defibrillator. It was agreed that Cllrs Fee & Brant would contact Mr. Tarry to arrange a meeting to discuss where the defibrillator could best be sited. It was further agreed that the defibrillator should be purchased in April and to apply for a grant from British Heart Foundation

Cllr Chandler kindly agreed to see if he could repair/replace the lock on the Upstreet notice board

Cllr Brant updated the meeting regarding possible plans for holding a Basic Life Support Course for Parishioners should there be enough interest. It was agreed that the Parish Council would pay for the course making it free for participants and Parish Cllrs who wished to attend. Cllr Brant kindly offered to produce notices to advertise the course to gauge the level of interest

It was agreed that the next Meeting would be held on Thursday 16th March at 7.30pm in The Chislet Centre, Chislet
