CHISLET PARISH COUNCIL

Minutes of the Meeting of the Parish Council held on Thursday 29th April 2016 at 8.00 pm in The Chislet Centre, Chislet

Present            :      Cllrs Fee (in the Chair), Jones, Wilkinson, Chandler, Huckstep, Craven, Hazard, Brant & Higglesden             

In attendance:      Mr. G Eaton, Clerk to the Council and KCC Cllr Marsh

Apologies for absence  

There were no apologies for absence

Declarations of Councillors Interests regarding items on the Agenda

Cllr Jones declared an interest in the Ostlers planning application

Cllr Chandler declared an interest in the proposed Upstreet Village Hall

There were no other declarations of Cllrs interest regarding items on the Agenda

Public discussion

There were no members of the public present

Minutes of the last Meeting

The Minutes of the Meeting held on 17th March 2016 were agreed and signed

Matters arising

Email received from Guy Foster confirming that he had stood down as CCC member for Reculver Ward

Cllr Fee read Cllr Jones letter to National Grid protesting about the proposed overland route. It was noted that the Parish Council submission was based on this submission and its previous objections

Correspondence received

Letter from Pensions Regulator re new laws on workplace pensions and automatic enrolment. The Clerk stated that this did not apply to the Parish Council at the current time due to earnings limits

Planning and Enforcement matters

A Planning applications considered

CA/16/00678 – Ostlers, Chitty Lane

Two storey extension to side and rear

Cllr Jones declared an interest and withdrew from the meting

After a general discussion it was unanimously agreed there were no objections to the application

16/00673 – Outline application for 370 dwellings and local centre

Land to the south of Island Road, former Chislet Colliery, Westbere

Other Planning matters

Email from CCC re erection of stables at land adjoining Thatched Cottages – have recommended owner puts in a retrospective application

There was a general discussion about Hollow Street and the partial clearance of the site. The Clerk was asked to write to CCC asking for a timetable for the clearance of the remainder of the site as per the Court Order. The Clerk was also asked to arrange a follow up meeting with Colin Carmichael CCC Chief Executive to discuss these issues

Proposals for a new Community Centre in Upstreet

There was a general discussion about a proposed scheme and possible ways forward

Accounts 2015-2016 & Transparency Code

The Clerk reported that he had received the Annual Return 2016 from Littlejohn the external auditors. It was agreed that the Clerk would complete the Return in draft and liaise with David Buckett the Internal auditor has required. The Clerk was asked to provide a progress report at the May meeting

Letter received from KALC advising that our application under the Transparency Fund had been successful and we have been awarded £430 – for a Parish Council laptop and some additional hours for the Clerk for training on uploading the required documents onto the website ensuring compliance by April 2017

 AOB

The Parish Council thanked Cllr Wilkinson for all his hard work and efforts connected with the very successful beacon lighting to celebrate the Queens 90th birthday. Everyone agreed it was a very enjoyable and successful evening thanks to Mike’s efforts

The Clerk was asked to chase the PROW officer re recently installed gates on public rights of way

Date of next meeting

It was agreed that the next Meeting would be held on Thursday 19th May 2016 at 7.30pm in The Chislet Centre, Chislet

There being no other business the meeting closed at 9.20 pm
